Resolving the crisis in the Arab world requires liberating Mosul…

Intro: By liberating Mosul, Iraq’s second-largest city, offers high expectations of assuaging Sunni anger

Those bearing the brunt of war across the Fertile Crescent – from the Mediterranean to the Gulf –  are for the most part Sunni Arabs. Whilst they form the largest ethnic group and are heirs and inheritors of fabled empires, many of their great and ancient cities are now in the hands of others: the Jews in Jerusalem, the Christians and Shias in Beirut, the Alawites in Damascus, and, more recently, the Shias in Baghdad. A further study of the disturbing patterns that have emerged also reveals that Sunni’s constitute the bulk of the region’s refugees. Where Sunnis hold on to power, as in the Gulf States, they feel encircled by a hostile and overbearing Iran and abandoned by America that is perceived as being indifferent to the changing demographics of control throughout the Arab world.

The divisions go beyond sectarianism. Almost everywhere the Arab state is in turmoil and crisis aggravated by many years of misrule, often no less than by Sunni leaders. We need look no further than Iraq’s appalling former tyrant, Saddam Hussein, the quintessential Sunni Arab strongman, or of Egypt’s flawed and deposed leader, Abdel-Fattah al-Sisi. The sense that Sunnis’ are being assailed from all sides helps to explain how the jihadists of Islamic State are offering to restore the ancient caliphate. IS has taken over vast Sunni-populated areas of Syria and Iraq, yet, no battlefield victory against Islamic State can ever be complete, or no diplomatic solution lasting, until the dispossession of the Sunnis’ has been dealt with.

The future of the region is currently being decided in two venerable cities: Aleppo, the last conurbation of the Syrian rebellion against Bashar al-Assad, and Mosul, IS’s most prized possession in Iraq. The conduct of the battles, and the political order that will follow, will ultimately determine the course of the region’s barbaric wars. The best hopes for peace lies in federalism and of decentralisation which would give Sunnis (and others) a proper voice.

Aleppo has become the symbol of the worst sort of external intervention. Russia’s Vladimir Putin is helping Assad’s troops in Syria, as well as their Iranian and Shia allies, and continues to pound the besieged Sunni rebels. It looks now more of an attempt that the entire city will be taken before Barack Obama leaves presidential office next year, convinced that America is now powerless to act in stopping this relentless onslaught. The deliberate and planned brutality, in which hospitals are repeatedly attacked, will only feed Sunni resentment and stoke the flames of extremism even more. So will Russia’s orchestrated choreography that Assad should remain in charge of any future power-sharing government.

By contrast, however, Mosel could yet emerge as a model for defeating the jihadists by creating a saner political framework that fully recognises the stake that Sunni Arabs’ have in Iraq. With American support, Iraqi, Kurdish and local Sunni tribes are closing-in on the city. The Jihadists have been severely rattled and are far less effective in Mosul than they once were. The loss of Mosul would deal a blow to IS. It was from there that Abu Bakr al-Baghdadi, the IS leader, declared his caliphate.

But much can still go wrong in Mosul. Nobody knows just how hard IS will fight. There are concerns that the Iraqi government has not done enough in preparing for a mass exodus of civilians, or, too, that it will be unable to prevent an armed free-for-all by Shia, Kurdish and rival Sunni militias. Yet, for all its violence and chaos, Iraq offers real hope. Its politics has evolved that is now more open than those of most Arab countries. It has an energetic and lively press and, despite having a parliament that is best described as rowdy and disorderly, cross-sectarian alliances are starting to form. Even Shia politicians are anxious in shaking off their image as proxy clients of Iran. Sunni Arabs in Iraq are moving away from the politics of rejection and are setting their sights on reconquering Baghdad.

Iraq could yet give the Arab world a welcome new model of devolved power, a triumph following the failures of Arab nationalism, Islamism and jihadism. This would make it much harder for murderous dictators to terrorise their people, and by giving diverse ethnic groups a perceived awareness that they rule themselves. Would-be separatists, most notably the Kurds, might be convinced to remain within existing frontiers.

More flexible forms of government might just ease some of the conflicts of the Arab world, even the atrocious bloodletting in Syria. Under such looser forms of government, the balance of power would invariably differ but would be required to follow a few basic principles. Because no region is ethnically pure, the first of these principles would require sub-entities respecting the rights of minority groups. Following on from that would be the need for all groups to have a share of power in central government. A further presumptive principle is that national resources, such as oil, must benefit the whole population. And lastly, perhaps the most difficult, would be to find the right balance of armed force between national armies and local police forces. This would allow minorities to feel protected and by discouraging local warlords and clan chiefs from rebelling or breaking away.

On paper at least, Iraq’s constitution does provide for much of this. It should become a reality. Devolution may not end all political quarrels, but if it stops the bloodshed that will be progress. It is imperative that Mosul be captured judiciously, with care for civilians and political consensus or agreement on how it will be run after the defeat of IS. The city should not only become a test of the maturity of Iraqi politics, but also a measure of the responsibility of outside powers. Saudi Arabia and Iran should support reconciliation and reconstruction. Western forces should be committed to the long-term if stability and political reform is to hold.

Mosul offers the only real opportunity to convince beleaguered Sunnis that there is a better alternative than the nihilism of jihad. If the politics that emerges feeds their sense of dispossession, expect the violence to go on. What happens in Mosul matters to many other places outside of Iraq; it might even give hope to the desperate situation in Aleppo.

Turkey’s failed coup raises concerns for the west…

News of a failed coup attempt in a NATO member country bordering the European Union would surely merit loud expressions of relief. Relief that the death toll has stopped rising from the 290 fatalities already recorded.

With almost every passing hour since last Friday’s putsch searching questions continue to arise over the nature of this coup attempt and what the resulting arrests of 6,000 people, including senior army commanders and some 3,000 judges, now means for the country and for geopolitical stability across the region.

Whether Turkey can now be considered a functioning democratic state within its own right must now be open to question in the wake of a remarkably swift and sweeping series of arrests of government critics. Not only have few dissenting voices been spared, but the imagery used by the country’s President, Recep Tayyip Erdogan, to describe them suggests an orchestrated retaliation altogether better organised (and more vicious) than the coup attempt itself. Mr Erdogan has wasted no time in expressing vitriolic language, declaring: ‘We will… continue to cleanse the virus from all state institutions, because this virus has spread… (and) has enveloped the state.”

Such use of language, combined with the seizure and arrest of so many members of the country’s judiciary, suggest that President Erdogan is making full use of the opportunity to move against anyone he considers an enemy.

He has also taken advantage of the opportunity to accuse the American-based Turkish cleric, Fethullah Gulen, of being directly behind the plot and is demanding his extradition. No evidence has yet been furnished to support this demand and Mr Gulen strongly denies any involvement. The attempted coup, however, as mystifying in its origins as in its failure to succeed despite a notable mutiny of army personnel and air power support, has been swiftly seized upon to buttress Mr Erdogan’s position and to provide the pretext for further measures and reforms to tighten his already extensive grip on power. Autocracy is what Mr Erdogan ultimately craves.

Among the arrests was the military commander of Incirlik air base in the south, a strategically important site used by US-led coalition jets for raids against Islamic State in Iraq and Syria. It is said he and 10 other soldiers had been detained for their role in the coup.

In addition, 50 senior soldiers were detained in the western province of Denizli. Those arrested in the immediate aftermath of the failed coup included the commander of the Third Army, the commander of the Second Army and the former Chief of Air Staff.

One of the country’s most senior judges, Alparslan Altan, was among thousands of the senior judiciary taken into custody. Quite how Turkey can comply with US President Barack Obama’s stricture that it should remain within the rule of law is moot.

The putsch has created problems for western powers dependent on Turkey’s co-operation both in military actions against IS strongholds, and in curbing the flow of migrants into the EU. The country is also a putative EU member; and, it is widely thought that in order to secure Turkey’s continuing co-operation in migrant control its application for full EU membership has proceeded this far.

US Defence Strategy…

SHIFT IN AMERICA’S DEFENCE STRATEGY

On Saturday, 07 January, 2012, the Editorial of the Daily Telegraph focused on America’s shift in defence strategy, following Thursday’s announcement by President Barack Obama. The US is to focus less on Europe and more on Asia following the rising threat of China.

The Editorial states:

‘The Pentagon briefing room rarely hosts all of America’s service chiefs, let alone the president. Its use by Barack Obama to announce the conclusions of his defence review was designed to add a sense of drama – and the occasion certainly lived up to its billing. Future historians will probably conclude that this was the week when America’s entire foreign and defence strategy pivoted decisively away from Europe and towards the Pacific. More ominously, it might also mark the onset of a new, if concealed, arms race between the US and its aspiring rival, China.

First things first: America’s military dominance will remain unchallenged for the foreseeable future. Mr Obama might have announced spending cuts of almost $500 billion over the next decade, but this amounts to a light trim for a defence machine with an annual budget of $650 billion, amounting to 45 per cent of all military expenditure in the world. America is not axing capabilities in the foolish fashion of British governments; rather, its power is being focused on the great strategic challenges of the next century. These can be simply summarised: the struggle for mastery in Asia, home of the world’s most populous countries and fastest-growing economies, and responding to sudden crises. To this end, the US will reduce its presence in Europe, cut 90,000 soldiers and bulk up in the Pacific, with new bases in Australia and elsewhere. As for other flashpoints, few will be surprised that the US policy stresses the goals of containing Iran and guaranteeing free passage through the Strait of Hormuz.

On a purely military level, two points stand out. The US might be cutting its army, but it has ruled out reducing its fleet of 11 aircraft carriers, each of which packs more punch than the entire air forces of most countries. While China’s defence budget has recorded double-digit increases for the past decade, it has still launched only one carrier – an old Russian model of doubtful combat value. Second, Mr Obama stressed his determination to invest in “intelligence, surveillance and reconnaissance”. Put simply, the US will seek to extend its lead in the most advanced combat systems: where scores of troops – and hundreds of support staff – might once have been required to dispatch a senior al-Qaeda operative, now one unmanned drone can do the job.

America’s new course could well be shifted by a strategic shock akin to the September 11 attacks. Nevertheless, this plan will have momentous consequences for Europe and Asia alike. For decades, the US has underwritten the security of the Atlantic as well as the Pacific, effectively allowing Europe a free ride and permitting a string of Nato members the luxury of running down their defence budgets. This era is rapidly coming to a close. Yet with a few honourable exceptions, such as Britain and France, European powers have failed to fund their armed forces adequately, or deploy them when needed. Germany, in particular, must overcome the burden of its history and face up to the responsibilities that go with being the Continent’s leading economic power.

Mr Obama’s address studiously refrained from mentioning China, the country that probably has most at stake. Beijing’s leaders will now have to make far-reaching choices of their own. As events in Burma have shown, China’s “peaceful rise” has alarmed many of its neighbours: for most countries in the region, American power and values remain far more appealing. Moreover, China has grown rich largely thanks to trade, not least with the US. Faced with the net of containment that America is quietly laying across the Pacific, China will search for the Achilles’ heel of the US Navy, perfecting a new generation of missiles capable of destroying aircraft carriers from hundreds of miles away, working out how to cripple the internet, and how to blind the US satellite network, on which all its military assets now depend.

The world will pay a bitter price, however, if this veiled arms race between America and China escalates. History shows that free trade and military rivalry – however disguised – make for uncomfortable bedfellows. Beijing has gained rapidly in both wealth and power. The manner in which it chooses to pursue them now will have consequences for us all.’ [sic]

Whilst the US has declared China as a threat and announcing Asia as a priority, America is also to invest in a long-term strategic partnership with India. India will become the new powerful Asian ally of the United States in the region. In rolling out its new strategy, the Pentagon has made clear that the fronts for potential conflicts are shifting towards China. The US says that all of the trends – whether that is demographic, geopolitical, economic or military – are shifting towards the Pacific and, that over the long-term, China’s emergence as a regional power will have the potential to affect the US economy and security in a variety of ways.

It shouldn’t be in any doubt that China has unsettled its neighbours over several years with the expansion of its navy and improvements in missile and surveillance capabilities. The Pentagon is anxious about China’s strategic goals as it begins to search for a new generation of weapons.

The US defence strategy followed a major diplomatic push by Washington to expand security partnerships with its allies in the region. Last month, the US, India and Japan held their first trilateral meeting in an attempt to counter China’s rising influence in the Asia-Pacific.

China has advanced its influence in the region, along with allies like North Korea, Pakistan, Myanmar and Sri Lanka. Over recent years it has established itself as a growing, and sometimes bullying power in the Pacific, particularly in East Asia. Most of the countries, though, in the Association of Southeast Asian Nations (ASEAN) have festering territorial disputes with China. America’s new emphasis on Asia and the containment of China also stems from the fact that the Asia-Pacific region now constitutes the centre of gravity of world economic activity.

But is America’s new stance the beginning of something that could fan Cold war-style antagonism?
